Curriculum & Instruction; Learning Support Director

Mrs. Julie Mougette Foster

A Northern California transplant, Mrs. Julie Foster comes to St. Francis from the Sacramento area where she was a public school teacher. While working as a classroom teacher, Mrs. Foster experienced first-hand the success of accommodated instruction for students with learning differences. Her belief that all students can learn combined with her desire to see children of all abilities receive a Catholic education led her to her current position as the Learning Support Program teacher at St. Francis, where she coordinates services for St. Francis students who have learning differences. Additionally, Mrs. Foster serves as the Curriculum and Instruction Coordinator for St. Francis. She is responsible for researching new curricula adoptions as well as developing and implementing common assessments at St. Francis that gauge our students’ achievement of the new diocesan-adopted Common Core State Standards. A staunch proponent of standards-based education, Mrs. Foster is well-versed in standards-based teaching and assessment. Prior to becoming a teacher, Mrs. Foster had a career as a journalist in both print- and web-based media.
